This certificate has no specific legal validity in the context of the R&TTE Directive.
The particular concern about RC equipment in the 2.4GHz band is whether or not it implements an adequate spectrum sharing technology. This matter is explained in more detail in the note at the foot of the page:

This is not addressed in the Anbotek certificate.
If you have any doubts about compliance, you should consult a notified body and obtain a formal opinion in accordance with the Directive. The Anbotek certificate does not constitute a formal opinion and Anbotek is not a notified body for the purposes of this Directive.
