I think (know) that when all the connections between servos and rudders are without play you can go up to 300, maybe faster.
As long as you don't get flutter it is OK, so you must use good playfree connectors.
The first thing that comes in my mind is the Scorpion 3026/1400 motor with a 7x10 or 7x11 from APC.
On 6S with a Dutch F5B special controller can do the trick.
But it is noisy, because the direct drive.
Other possibility is a bigger Scorpion 4225 / 610 on 6S with a 11x27 foldingprop and also the same controller.
The kontronik we used was a geared version, with a prop, i am not shure, i thought it was 7x15 or so.
That was a test for silent pylonracing.
The motor ran hot, with telemetry we stopped at 100 degrees and than let it cool down again.
But i think you better post this question in the F3S speed part of this forum because there are people that are specialised in these setups.
They also know where to buy the special props.
